Rules for Blocking BM Phones with IMEI are Finally Officially Signed by 3 Ministers
The three ministers who are responsible for the regulation on blocking BM cellphones with IMEI numbers have signed the ministerial regulation (Permen). The three ministers include the Ministry of Industry (Kemenperin), the Ministry of Trade (Kemendag) and the Ministry of Communication and Information (Kominfo).
Furthermore, it will take up to 6 months for the rules to block BM cellphones with IMEI numbers to be implemented. This rule will apply to BM phones purchased after this rule is implemented. So not for black market (BM) phones purchased now or later.
Rules for Blocking BM Phones with IMEI Numbers are Official
“The decree has been discussed for a long time, we will launch it systemically when everything is ready. The purpose of this regulation is to reduce the number of black market mobile phones,” said the Minister of Industry, Arilangga Hartanto.
“This system is not at all annoying for users, traders are also given up to 6 months. There is no longer any room to sell black market phones,” he added.
Meanwhile, the Minister of Communication and Informatics, Rudiantara, said that if this regulation was postponed for a day, it could cause losses of up to Rp. 55 billion. Rudiantara also mentioned the success of the Domestic Content Level (TKDN) program. With the continuation of this program will certainly protect the domestic industry.
“The policy taken by TKDN will give very good results. This IMEI regulation can generate state revenues of up to IDR 2 trillion per year,” he said.
This IMEI regulation is arguably a bit slow when compared to other countries that have already protected their industry well. So it is necessary to immediately apply the rules for blocking cellphones with IMEI numbers in Indonesia.

Ministry of Industry
1. Setting up the database and SIBINA
2. Prepare SOP for SIBINA Governance:
- SOP Device Verification System
- SOP Device Registration System (Stock traders & handcarry – prepared with the Ministry of Trade)
- SOP Lost & Stolen (prepared with Kominfo)
Kominfo
- 1. Ask the operator to provide the SOP for lost & stolen services
- Request operator to send dump data before implementation of IMEI control
- Ask the operator to set up a liaison system between SIBINA and EIR
- Ask the operator to set up the EIR
- Asking the operator to execute the list generated by SIBINA
Ministry of Trade
1. Fostering traders to register stock IMEI devices into SIBINA
2. Setting up the liaison system for the Device Registration System
- first six months for merchant stock
- further during the operational period for handcarry registration and VIP services.
