Here are some criteria for BM cellphones to be blocked

The Ministry of Industry (Kemenperin) stated that the International Mobile Equipment Identity (IMEI) validation rules will be signed on August 17.

Head of the Sub-directorate of Information and Communication Equipment Industry, Office and Professional Electronics of the Ministry of Industry, Najamudin, has confirmed that he has started to block BM or black market cellphones since the regulation was enacted.

“What will be blocked is the IMEI of the cellphone that has just been activated with the old and new SIM card when the Kominfo regulations apply,” added Najamudin.

So it means that if the IMEI rules are in effect, those who buy BM phones will be blocked, no matter if they use an old or new SIM card.

Meanwhile, illegal cellphones that were already circulating before this regulation took effect and a SIM card was available, then the device is free from deactivating its cellular network.

However, regarding when the IMEI regulation began to be signed by each ministerial regulation of each ministry, Najamudin said it could be done on the anniversary (HUT) of the independence of the Republic of Indonesia.
