Today (3/10/2021), Valve announced that The International 10 will be held without spectators.
Valve also stated that they wouldrefund all The International 10 tickets that have been sold to fans.

Initially, Valve allowed fans to watch The International 10 tournament live at Arena Nationala, Romania.
Valve has also sold tickets to a large number of fans around the world.
